what I do is I just make something standard and not too complicated in the beginning, It could be from fooling around with notes or it could be and idea I have in my head, and then I use the obvious musical rules + chords (but not the standard chords) I fool around with it and see if I can make something catchy or just take new ideas which are coming in my head at that moment. After you've played around with your melody you should pause because at that moment you can get new ideas to create a rhythm and flow for your melody, and sometimes even completely new ideas
