They will take the area of the festival grounds and calculate the max number of allowed visitors per a square area per head with these distance restrictions applied, fire safety style. Which will most likely end up with festivals with the size of Defqon or Decibel being allowed to host like 10k people and the organizers will just decide to ditch the event all together because it wont be financially feasible.
So yeah, i wouldnt celebrate too much in this respect.

Better than nothing guys - the normal way of partying will not be back any time soon so 1/5 or 1/4 or 1/3 capacity is all you'll get.

In NL for example there are 60-70 cases a day. We've had 15-20 in Victoria (Melbourne) each day the last week and they are likely to lock us down (a total of 6 million people) completely for 4 more weeks (announcement possibly today)

So a bit of perspective please

. I find the noise out of NL completely baffling. It's like people will onyl accept either normal partying or nothing. well you'll be stuck with a middle ground for a long time so get used to it
