How do make that kind of screeches effect, like it's like the screech is cutted or blurred if you know what I mean
and yeah it's going down and stuff how could I make that??

That's some kind of Vocoder mixed with some sort of vocal chopped down,time stretched,or it's either some modified low tempo like 10 bpm "yie" sound

If you mean the sound after the vocals say: 'Electro' then I think it's a not so heavily distorted fx kick. And then just the tail of it, I could be completely wrong though.

If you're talking about that screech bit that starts precisely on 0.17, it's probably a hoover of some sort.
