Slicing. Slice small parts of the vocals & place them in a straight line on a piano roll or something.

First you need to stretch the vocals, like there is the "fffffiiiiiiicceeeee" part streched and looped a little, I myself use Kontakt for stretching vocals. Then just record the finished result, and add it to your track, cut some parts and place them the way you want.
