Maybe they don't need to pay, but they still need to get permission, or what's it called - clearance? - since it's an official remix right? (Ran-D needed clearance for Zombie too, and he also didn't use the original vocals - he re-sung them himself).

Yeah, their publisher received permission hence why it's being released officially :)

Sometimes the artist pay for the rights, sometimes its just allowed to sell it by the original lyricist, in other cases the right owner gets a percentage in every sell, it depends on the agreement that labels and artist make for that permision if they reach said agreement :p
