Could someone define Hands Up music?

I have been listening to Hands Up since 2011's summer. However, I do not know any information about the genre. Why do a lot of people call Hands Up songs "Techno" (Example: someone asks for a techno song, someone sends him a link of a Hands Up song and calls it "Techno"). There does not seem to be any information about the genre on the internet.
