Indeed, timestretching... Sounds like they used an automation of a pitch plugin aswell..

I think that you need a FX called Gross Beat (in Fl Studio), open it in the acapellas or vocals chanel and select time streech 1/3 (you can use it to other samples or basselines like as claps snares...)

lol! It's that you mention it yourself!
Anyway, you can't timestretch in grossbeat.. You can do it in Fruity Granulizer which is actually a vst... Or you can do it in Edison as well. Now it's up to you!
