Indeed. Using a plugin like Gross Beat(if you use FL) is the easiest way to do it.

You can make a sample of your screech, and start cutting in your sound. Or what Fission is saying, use Gross Beat in case you use FL!
Nick Nieuwenhuis & Sander Nachtegaal teamed up to destroy everything on their way. Beware of some dark and raw musical beats!

You could do it manually and chop it, or if you are working in sylenth use the lfo, and volume automation.
Go to LFO1
Rate to around 1/8 or 1/4 whatever you want to go for
Gain at full
Then Volume AB all the way to the left
and you should have a stutter effect

I often automate the gain from nothing then to full, so you get a straight screech to a stutter.

A plugin that really works for me is Sugar Bytes - Effectrix. You should check that out! Yhimself made a tutorial in which he explains how to use it in FL studio.
