Anyone have a clue how this siren sounding fx was made?

Sound design and production in general

I'm currently working on a track right now and this kind of sweep up sound would be perfect to fill up a break and add some atmosphere to it. The only problem is, I have no idea how to make it. For all I know, it could just be from a sample pack.

around 0:26 is when you can really start to hear it. Also at 3:39

PS: I'm currently using FL Studio just in case that's relevant to any help.

Imagine building a guitar and then tuning it and then playing it. That's what electronic music is.

Haha, sorry. Completely didn't know about that topic. Guess I should have searched for something like that before posting.
